"A lifelong Bay Area resident and the daughter of a truck driver and Teamster, Zoe attended Palo Alto public schools. With the help of scholarships, she later graduated with a bachelor’s degree in political science from Stanford University and cum laude from Santa Clara University School of Law." "Zoe served on the staff of former Congressman Don Edwards for eight years in both his San Jose and Washington DC offices. While practicing and teaching immigration law, she was first elected to the San Jose Evergreen Community College Board in 1979 and to the Santa Clara County Board of Supervisors the following year, where she served for 14 years."

On healthcare . . .

"Expanding access to quality, affordable health care has been one of Zoe’s driving causes as an elected official. She supported the Patient Protection and Affordable Care Act - also known as Obamacare - as a step in the right direction towards this goal, particularly for working Americans who could not previously afford health care."

Education Policy

"Education is one of the most important issues Zoe deals with as a Member of Congress. The stakes are enormous and Zoe takes seriously her responsibility to ensure that the federal government make plans and positions well to make resources available for the education of our children.

Zoe is committed to making sure that elementary and secondary schools get the resources they need to ensure that we are are 'leaving no child behind.' Additionally, Zoe continues to work with her colleagues in Congress to make college more affordable and accessible to students."
